Iow: this is a non-sequitur.

God is unhappy Israel wanted a ruler other than him. And it most certainly describes corrupt government. This has nothing to do with monarchy as a form of government as many think. And it most certainly is condemning the behavior of the ruler as bad. He is taking from them and giving to someone else.
