This isn't true. Before the flood, there was apparently too much liberty, and the result was the destruction of the world. Afterward, God instituted capital punishment, which is a government function.

That has nothing to do with government overreach.

In the Garden, they had liberty to eat or not eat of the tree. Government (God in this case) spelled out the punishment for disobeying, which limited how far they could take their liberty..
