I understand that people were told to evacuate but that some refused. They are now in need of rescuing. Why waste resources on those that refuse to get to a place of safety?

"Yah Veh is slow to anger but great in power; Yah Veh will not leave the guilty unpunished. His way is in the whirlwind and the storm, and clouds are the dust of his feet".

Yes, as a policy, people should only get help if they followed warnings, but if I was there and a person was stuck on their car, I would try to help.

They are human beings, whether they think, or not.
Truster fails as a neighbor.

Luke 10:25-37 KJV
(25) And, behold, a certain lawyer stood up, and tempted him, saying, Master, what shall I do to inherit eternal life?
(26) He said unto him, What is written in the law? how readest thou?
(27) And he answering said, Thou shalt love the Lord thy God with all thy heart, and with all thy soul, and with all thy strength, and with all thy mind; and thy neighbour as thyself.
(28) And he said unto him, Thou hast answered right: this do, and thou shalt live.
(29) But he, willing to justify himself, said unto Jesus, And who is my neighbour?
(30) And Jesus answering said, A certain man went down from Jerusalem to Jericho, and fell among thieves, which stripped him of his raiment, and wounded him, and departed, leaving him half dead.
(31) And by chance there came down a certain priest that way: and when he saw him, he passed by on the other side.
(32) And likewise a Levite, when he was at the place, came and looked on him, and passed by on the other side.
(33) But a certain Samaritan, as he journeyed, came where he was: and when he saw him, he had compassion on him,
(34) And went to him, and bound up his wounds, pouring in oil and wine, and set him on his own beast, and brought him to an inn, and took care of him.
(35) And on the morrow when he departed, he took out two pence, and gave them to the host, and said unto him, Take care of him; and whatsoever thou spendest more, when I come again, I will repay thee.
(36) Which now of these three, thinkest thou, was neighbour unto him that fell among the thieves?
(37) And he said, He that shewed mercy on him. Then said Jesus unto him, Go, and do thou likewise.

It's apparent that you are twisting the issue. What is not so apparent is whether it's to make me look bad (probable) or to make you look saintly.

On reflection it's probably both.

To clarify. People were asked to leave by appointed authority. People refused. The same people had then to be rescued by those in authority and using up valuable resources that could have been used elsewhere to help people with brain cells.

Many people don't have enough money to drive 4 hours away and live 3 days without planning ahead one or two months, so that's how they saw themselves using their brain cells--not spending money they didn't have.

It's a problem of scheduled payments. We should have had 3 inches per year for the last 12 instead 36 all at once after 12 years.

You're just making this up as you go along. I didn't read anywhere that people refused to leave because they couldn't afford to. If you have a link to any report that says otherwise please feel free to post a link...or stop making excuses for people.

"National Guard troops were driving around in 10-ton trucks and Humvees to help residents who couldn’t get out on their own."

"According to a Texas State Trooper, 200 people were evacuated Saturday night to Austin and there were still lines of buses available for residents who still wanted to leave".

Federal funded lobotomies were available for those who were thinking of not evacuating.
