I already answered. The swamp is the people in high places who promote the un-American (and immoral) ideological policy of utilitarian legal positivism, which prevails among the Supreme Court justices nominated by Democratic presidents. And except when the Legislative branch amends the Constitution, there isn't a higher place in all the land than the Supreme Court. When President Trump took office we had a slight 5-to-4 edge in the Court and now it's 6-to-3. He did his part.
The Swamp is anyone who is against Trump. And who is against Trump? Mitch McConnell, Kevin McCarthy, Mitt Romney, Mo Brooks, etc. The Swamp must be drained, and it starts with RINOs! This is war!
