There are many here calling themselves Christian, yet they go against any spurring on to obey Christ.

I'm not sure what you are trying to say as you are mixing things all up. What point are you trying to make about those who follow Paul?

1 Corinthians 4:15 For though ye have ten thousand instructors in Christ, yet have ye not many fathers: for in Christ Jesus I have begotten you through the gospel.

There was no stopping the crucifixion from happening, but rejecting the meaning of it is another thing. That's why Hebrews speaks of crucifying again. Acts 3:19-20 did happen through the Spirit and the mission. That is the refreshing. It is not a Judaic event confined to the land of Israel. That's why the worldwide promise to Abraham is mentioned again. It is a promise of justification from sins (erasing, v19), and turning from sin, 3:26.

There is a restoration of everything coming, but that is of course wider than just something in or for Israel. It's everything.
