I thought the Changeling (the one with Angelina Jolie, not the scary one from 1980) was pretty sad.

I also thought The Boy in the Striped Pajamas was really sad.

I cry super easy so I'm sure I could make a long list...

It's so sad I don't recommend it to anyone because it's just.... really, really sad.
