The law only condemns sinners, the penalty for which is death.
Correct, and all have sinned, and fallen short of the glory of God.
Those resurrected for judgment will have paid their penalty of death and will then be innocent.
You're ignoring what is said in Revelation 20:11-15:
"Then I saw a great white throne and Him who sat on it, from whose face the earth and the heaven fled away. And there was found no place for them. *And I saw the dead, small and great, standing before God, and books were opened. And another book was opened, which is the Book of Life. And the dead were judged according to their works, by the things which were written in the books. *The sea gave up the dead who were in it, and Death and Hades delivered up the dead who were in them. And they were judged, each one according to his works. Then Death and Hades were cast into the lake of fire. This is the second death. *And anyone not found written in the Book of Life was cast into the lake of fire."

It will be our job to dissuade them from further sin so that they can receive life from our Savior.
God gives us every opportunity in this life to repent. He cannot give people who reject Him up to and including in their last breath another chance after they die. No one would repent because they know that they could just repent after they die. If someone dies rejecting Him, they will reject Him for all eternity, which is why it is important to win as many as we can to Him before they die.
The law condemns them to death, but Jesus holds the keys to death and hades.
And? Again, if someone dies rejecting God, they will reject Him for all eternity. And as I've said before, God is not sick, He's not unhealthy. He is not going to force someone to live with Him for all eternity if they don't want to be with Him.
Jesus will resurrect the dead folks and we will judge them on his behalf relative to his word.

People make such a big deal about death. It's not necessary, death is an integral part of life.
It is a big deal, especially for those who are not saved.
We live, we die, we live. Some may choose to die again, but it will be their choice.
They will have made that choice by the first time they die.
Eternal life requires we forgive ourselves for what we did. Some people may not be able to do that.
Eternal life requires repentance to God for one's sins. You can't get to heaven by forgiving yourself.
There will be multiple billions more people not ready for the kingdom than the few who will be ready.
Many are called, few answer. Wide is the way and many are on it that leads to destruction, but narrow is the way and few walk it that leads to life.
The majority of humans are wicked, and will never see heaven.
