A lot of people stopped going to church.

A lot of lapsed Catholics used it as an excuse to stop going. Also not just a Catholic thing, a lot of non-Catholics also stopped going to church.

A lot of kids got molested.

Because of Vatican II? I must have missed something.

A lot of changes in the liturgy.

A lot of confusion in what to believe.

That was a good thing.

The USCCB doesn't have any authority over any diocesan bishops. Bishops use the USCCB as their proxy in very many matters, so if your bishop doesn't say anything different from the USCCB, he might be using the USCCB as his proxy in any given matter, such as, should the holy day of obligation upcoming which falls on a Monday be moved to Sunday? Your bishop doesn't have to do what the USCCB says. Same for everything, without exception.

The Catechism is a different story.
