Alabama Closes DMVs in Black Counties

e state of Alabama, which requires a photo ID to vote, announced this week that it would stop issuing driver’s licenses in counties where 75 percent of registered voters are black.

Due to budget cuts, Alabama Law Enforcement Agency said that 31 satellite DMV offices would no longer have access to driver’s licenses examiners, meaning that residents will need to travel to other counties to apply for licenses. The move comes just one year after the state’s voter photo ID law went into effect.

AL.com’s John Archibald asserted in a column on Wednesday that the U.S. Department of Justice should open an investigation into the closings.

“Because Alabama just took a giant step backward,” he wrote. “Take a look at the 10 Alabama counties with the highest percentage of non-white registered voters. That’s Macon, Greene, Sumter, Lowndes, Bullock, Perry, Wilcox, Dallas, Hale, and Montgomery, according to the Alabama Secretary of State’s office. Alabama, thanks to its budgetary insanity and inanity, just opted to close driver license bureaus in eight of them.”

“Every single county in which blacks make up more than 75 percent of registered voters will see their driver license office closed. Every one,” Archibald explained. “But maybe it’s not racial at all, right? Maybe it’s just political. And let’s face it, it may not be either… But no matter the intent, the consequence is the same.”

The columnist observed that Alabama had created both a civil rights and public relations problem for itself.

“It is an affront to the very notion of justice in a nation where one man one vote is as precious as oxygen,” he insisted. “It is a slap in the face to all who believe the stuff we teach the kids about how all are created equal.”

“So roll out the welcome wagon to the Justice Department, and tell the world what it already so desperately wants to hear,” he concluded. “That Alabama is exactly what they always thought she was.”

It's a handy way to make sure blacks cannot drive. And the GOP state voting laws have ensured the blacks won't be able to vote very easily anymore.

The GOP has already admitted their strategy long ago. Paul Weyrich, the founder of the conservative Heritage Foundation and the Moral Majority, spoke to an evangelical crowd years ago. They don't want ANYONE to use the democratic vote:

You can renew your AL driver's license without having to take an examination as long as you process the renewal within 3 years after it expires
The Alabama DPS allows certain individuals who meet the eligibility requirements to renew their driver's licenses by mail.

So what are the renewal requirements? Having a good driving record and under age 65. Does Alabama have any 'bias' on issuing drivers licenses? yes they do, if one is old.

To vote in Alabama the state ID, is all you need and if voting is an issue, anyone with a license can have a ID issued in place of the driver's license until one has tome to come into the DPS office.

We do not have any stinking DMV here!

If this is an actual attempt to suppress voting rights for African-Americans, Conservative Christians need to oppose it.

It is not to oppress anyone. The South is more progressive on this issue than most of the North.

What if you don't have a driver's license? Can you just mail out for one? And how are you supposed to go to another county to get a driver's license if you can't drive? Sure seems like it's a lot harder, and you're not going to do it unless you have a really important need to.

No, ordinarily one has to have a birth certificate and proof of address to obtain a driver's license.

There are exceptions. Persons can obtain the identification by mail when unable to go into the DPS office.

Most all young persons who get their first license have a way to get to the DPS office by a parent, or guardian who is able to drive.

According to the application form (http://www.alabamavoterid.com/downloads/ApplicationForFreeALPhotoVoterIdCard.pdf), you can hand it in in three places.

1.) The local board of registrars - of which there are very few in the state, a lot less than one per county.
2.) The Secretary of State's office, in the capital.
or
3.) Mobile locations to be provided.

That last one sounds moderately promising, if vague. However, the website doesn't offer any information on the locations, or if any are actually operating:

So, no, unless it's a super secret, you can't get it by mail.

There is an exception to the voter ID requirement for those over 65, presumably because those folks vote Republican.

What matters to the vote riggers is aggregate statistic on how identifiable groups vote. Old people vote Republican.

There are some old people I know, and have known, who never voted Republican because in their minds, the Republicans destroyed the South. They may be stuck way in the past, but they are of this mindset, and they are always very old, over 70 at least.

Just like their daddy and his daddy before him, some very old people here always vote democrat.

I really think that we need to see other news sources report on this before we can determine what is going on.

And as someone who lives in the South, the last part is unfortunately false.

It has been pushed by the Heritage Foundation and the Moral Majority.

It has been a conservative goal for years.

The Moral Majority is a cultural Christian organization (does it even still exist). Most of the religious right was culturally Christian and that is where both the racism and the ultra-aggressive foreign policy come in. Although, most people in what is now the religious right are not racist.

What does it look like to you?

I haven't read the entire article yet. I'm not sure how trustworthy Raw Story is.

Right. But that doesn't matter if you're disenfranchising voters.
