Semi-Pelagianism is distinguished from Pelagianism which believes man does not need God or His grace at all to repent, believe and convert.

That's what a Calvinist would say. Catholics (and Arminians, and semi-Pelagians) would say both, the Holy Spirit (His grace being equally distributed to all) and the man's free choice.
