According to the scriptures 1 Cor. 2:13 it's only the Saved, God's Elect Sons Eph. 1:4-5, who have the ability to call on the Lord because the Spirit has Stirred, Quickened, Spiritually Awakened them to do so. They are the "whosoevers" who call on Him because they already are Saved Rom. 8:9. They call on Him in the Spirit involuntarily, day and night:

Gal. 4:6
And because ye are sons, God hath sent forth the Spirit of his Son into your hearts, crying, Abba, Father.


But none of the wicked can call upon the Lord. He has hid His face from them!


Is. 64:7
And there is none [the wicked] that calleth upon thy name, that stirreth up himself to take hold of thee: for thou hast hid thy face from us, and hast consumed us, because of our iniquities.


Remember also, Salvation is NOT of works Eph. 2:9. So for one who has not been Born of the Spirit, calling upon the name of the Lord is merely a work of the flesh which cannot please God Rom. 8:8: All the works of righteousness done in the flesh are as filthy rags in God's sight Is. 64:6!

There you go again, trying to apply the word "whosoever" to a certain group. If you try to apply the word "whosoever" to any particular group it loses its meaning.
 
When Paul said, "There is none righteous, no, not one" Romans 3:10 That included children.
According to Romans 3:23 "For all have sinned and fall short of the glory of God.." so far, I have not encountered a verse saying that the infants are excempted to this. All means all. No excemptions.

Yes, you are right. We are born sinners, born without the Holy Spirit. This is why we need to be born again by the Gospel, 1 Peter 1:23.

That is nothing to refute, that's a verse of scripture that you don't believe or understand.

Nothing could be easier to understand.

"Whosoever" (meaning all, everyone, anyone) that shall call upon the name of the Lord shall be saved" Romans 10:13.

What is it that you don't understand about that scripture?

The law tells us that, "There is none righteous, no, not one" Romans 3:10.

And what does faith say, that there are righteous? Not according to Ecclesiastes 7:20. "There has never been a man upon earth who has done only good and never sinned." And that includes both, Robert Pate and Ben Masada. One that lives by faith and the other that lives by the Law.

Jesus said, "I am the WAY, the TRUTH and the LIFE; no man can come the Father but by me" John 14:6.

Heaven is not a place to enter into but a peaceful condition to be allowed to enter ourselves. That's what Jesus implied in Luke 17:21.
