Why spend the time, money and resources on a nuclear weapon when all you need to do is convince others that you have them? Seems that any smart country would just convince others they have nukes and use their resources on better things.

To my knowledge, Hussein never said he had nuclear weapons. The US government did. Then we never found anyone. Therefore, I don't even listen to what the government says about countries having weapons. Does North Korea have them? We may never know because you can't believe the government.
