In the weather map found in the following link there are a couple of drop down boxes at the top left of the map. If you click on the one that displays High Temperature and choose Weather from the drop down list you will discover that the NWS predicts that there will be No Weather if you left click anywhere on the map other than those areas shaded green or yellow. A popup box will appear giving you the weather for that exact spot in the country. The first line in the popup is this: Weather: No Weather.
I'm pretty sure this is just an oversight on their part, but I've never seen a weather forecasting service saying there is going to be no weather in a lot of areas of the country. As I am easily amused I found this pretty funny.
