There were no constitutional amendments that I'm aware of for the creation West Virginia, but there were congressional measures to facilitate the separation.

Ultimately, it seems that it was accomplished by a presidential decree.

The state and Congress both must act, under the US Constitution. However, when Virginia seceeded from the US, that enabled Lincoln to declare the state government to have abdicated and recognize a newly constituted alternate legislature of the state of Virginia, which then authorized the creation of West Virginia from its territory. So, the US Constitution was satisfied, without Virginia consenting in the main bit of its population.

I suspect that face you just made would constitute reason #3 for me.

I'm probably a "yes" for two simple reasons:

...2. It might make for better, more responsive governance of the resulting states.

But even if it passes, it will be a pretty long shot.
I admire your optimism...it was either that of, "I'll have whatever he's having."

Because this is a Christian forum, and since no one has done so yet, allow me to share what God says about moving land boundaries...

“You shall not remove your neighbor’s landmark, which the men of old have set, in your inheritance which you will inherit in the land that the Lord your God is giving you to possess. - Deuteronomy 19:14 http://www.biblegateway.com/passage/?search=Deuteronomy19:14&version=NKJV

‘Cursed is the one who moves his neighbor’s landmark.’ “And all the people shall say, ‘Amen!’ - Deuteronomy 27:17 http://www.biblegateway.com/passage/?search=Deuteronomy27:17&version=NKJV

Do not remove the ancient landmark Which your fathers have set. - Proverbs 22:28 http://www.biblegateway.com/passage/?search=Proverbs22:28&version=NKJV

Do not remove the ancient landmark, Nor enter the fields of the fatherless; For their Redeemer is mighty; He will plead their cause against you. - Proverbs 23:10-11 http://www.biblegateway.com/passage/?search=Proverbs23:10-11&version=NKJV

And here I'd believed you held a Dispensational view of the OT / NT.

A Mid-Acts one, at that *.

I do. The law against moving property lines is not symbolic law. It's against theft of land property, and "thou shall not steal" applies equally to all people, not just Israel..

True.

But we're both "preaching to the choir."

Proverbs 27:17.

Your above is not expected of the world.

Rather, of the Believer.

Because the issue is no longer one of behaviour.

Rather, of whether one is in Adam, or In Christ.

Which is an Identity issue.

Which compels behavior.

Saved, or lost, sinner, or saint.

"This is not who I am in Christ" in contrast to one who has never known Him and as a result remains "conformed unto this world."

All of which is...a dispensational issue.

Time Past...But Now, Rom. 3; Eph. 2.
