In Eph 1:13 the 2 verbs used in that verse are " after that ye Believed " and Sealed are in the Aorist Tense meaning the Past Tense !!

No scripture says men are sealed by the Spirit in the second they are first saved (as you put it)
Ephesians addresses those who have believed and been sealed in the first chapter, but he goes on in the book to explain what is required to be sealed after believing and receiving the Holy Spirit, and also after being sealed.
It would have been unnecessary for Paul or Peter to write such if it was not necessary--
Act 2:38 Then Peter said unto them, Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost.
