XXX Satans throne is in the old testament. In the old testament satan is the wrath of God. Satan rules the world now through the same ideas of punishing sinners. As the devil, satan deceives us into sinning. Then he gets permission to punish us as satan. Wrath and punishment are what rules the world today. But Jesus Christ never gave into punishing anyone. Our emotions drive us to standing up for wrath and punishment. Jesus taught us love, to suffer wrongfully but do it willingly.
Isa 14:12-15
12 "How you are fallen from heaven, O Lucifer, son of the morning! How you are cut down to the ground, you who weakened the nations!
13 For you have said in your heart: 'I will ascend into heaven, I will exalt my throne above the stars of God; I will also sit on the mount of the congregation on the farthest sides of the north;
14 I will ascend above the heights of the clouds, I will be like the Most High.'

So nothing to complain of, but apparently there are things that need to be worked on. If we can't prosecute people how are they brought to justice? There is due process and remembering people are innocent until proven guilty. Facts, people, witnesses, thoughts, come in and with time. When justice is served are people saved from the penalty of their sin? We know what Jesus did. And we know that criminals can still be tried and found guilty of their crimes.
