There are deliberate atheists (from their education at schools) and then there are people who doubt God is doing anything good, which is not the same even though they might say they don't think he exists. Are you putting those two together?

When it comes to faith in God, Paul says that men are without excuse.
When it comes to faith in Christ, there is unbelief as a result of ignorance or defiance. Romans 1 sorts that debate out.
