John 3:34 For he whom God hath sent speaketh the words of God: for God giveth not the Spirit by measure unto him.

Jesus was sent by God to speak the words of God. It is by believing the word of God that one is saved. Jesus speaks the word of God by which Israel was to believe that Jesus was the Son of God and upon believing would have everlasting life. Everlasting life is granted upon belief and nothing else. Israel was admonished to flee the wrath to come by believing on Jesus.
In every dispensation, including ours, justification unto eternal life is always by the grace of God and by believing God.
