Well, the fact that the CDC suggests it - not as a first choice, but still as useful, indicates that it is a useful precaution. I take some with me when I (rarely) leave my house. But when I get home- I wash my hands.
How does it work? Apparently by denaturing the viral protein. So yes, it does inactivate the virus.

I don't have any hand sanitizer. I use soap and water. From what I've gathered the only hand sanitizers that are effective have to be alcohol based. That answered you now?
