God does not clear the guilty

We don't need to be careless when interpreting the Bible. If we adopt the idea that God alone decides who to clear and not clear then we must explain how God could alone clear guilty sinners according to His own preferences if He clearly said He does not clear guilty sinners alone for no given reason.

God does clear the guilty but not before the guilty prove themselves worthy of His mercy by loving Him.

Numbers 14:18

The Lord is considering, and of great mercy, forgiving iniquity and transgression, and by no means clearing the guilty....

One needs to realize they have sinned and be sorry for it.

"Repent, then, and turn to God, so that your sins may be wiped out, that times of refreshing may come from the Lord" (Acts 3:19).

God cannot declare unrepentant sinners innocent because God cannot justify the guilty. Like you said a sinner must turn to God by faith for God to forgive his sins and God does not force sinners to turn from their sins to ask God for mercy.
