God cannot justify the wicked

God said He will not justify the wicked, meaning He cannot justify the wicked because He cannot lie.

Exodus 23:7
Keep thee far from a false matter; and the innocent and righteous slay thou not: for I will not justify the wicked.

The problem with this fact for human understanding is how can God justify anyone who is wicked before being justified? The Bible explains why God can justify sinners even though they have not yet been saved. It is because they choose to believe and receive His word that He is justified in saving them on the basis of Jesus's shed blood on the cross for the sins of the world.

Abraham believed God so God counted his faith as righteousness worthy of salvation.

James 2:23
And the scripture was fulfilled which saith, Abraham believed God, and it was imputed unto him for righteousness: and he was called the Friend of God.

Romans 8:5 And hope maketh not ashamed; because the love of God is shed abroad in our hearts by the Holy Ghost which is given unto us.

We were justified while sinners, but not while wicked. God makes a difference between the wicked and the upright. We are still sinners after we are saved, but we are not wicked. A sinner may seek God while still a sinner. The wicked will not seek God.

Psalm 10:4
The wicked, through the pride of his countenance, will not seek after God: God is not in all his thoughts.

A sinner may fear God while still a sinner. The wicked do not fear God.

Psalm 36:1
The transgression of the wicked saith within my heart, that there is no fear of God before his eyes

For the wicked to be saved, he must turn from wickedness and seek God in fear. Otherwise, he cannot be saved.
