How do people grow up and realize that if you go swimming at a beach, strangers may take pictures?

I didn't get an opportunity to read the article. What happened, did a Muslim woman raise her eyes from the ground and look at a guy in a swimming suit and her husband (10 feet in front of her) noticed and went ballistic?
