Well, if you aren't following events very closely, I can see how it might easy to get duped like that. But the truth isn't that hard to find:

FBI Director James B. Comey and Director of National Intelligence James R. Clapper Jr. are in agreement with a CIA assessment that Russia intervened in the 2016 election in part to help Donald Trump win the White House

But that's a different leak and a different action. Everything I've seen suggests that a CIA insider is thought to be the source of the leaks of those tools.
