The White Helmets have worked directly with terror groups. The Canadian government had a formal relationship with them for several years until the outcry about them funding a terror group became too loud. So they said they had severed ties to the group. After they supposedly did that they continued to fund WHs to the tune of $4 million/year.

I'd say that's pretty dishonest.

I don't know. As far as I'm concerned it has to do with a large part of their military leadership too. They are involved in making decisions about who their military allies will be. And it's easier to hide spending inside a military's budget.
