You are correct, I don't believe you.

I believe you are improperly handling the word "can" and are the one attempting to create a false definition for it in order to create a false and misleading definition for the word "vatican".

Vatican comes from Vaticanus, which comes from montes Vaticani (vatican hill).
The word breaks down into two parts, vati and canus.

vati is a variation of vates, which means a foreteller, seer, soothsayer, prophet, diviner.

canus means white, hoary.

canus does not mean serpent.

I just got done saying that that interpretation was just recently given. English: Vatican. Latin: Vaticanus. Italian: Vaticano. Habitational name from a place in Spain called Caño or Cano in Portugal, both named with a derivative of Latin canna 'reed'.
