I would like to present something from my CHUMASH, the COMMENTARY on SHEMOS/EXODUS 15:25 A decree and an ordinance.

SHEMOS/EXODUS 15:25
He cried out to HASHEM, and HASHEM showed him a tree; he threw it into the water and the water became sweet. There He established for [the nation] a decree and an ordinance, and there He tested it.

חק ומשפט - A decree and an ordinance. Seeing how the lack of Torah study had caused a disaster, God gave the people commandments that they could occupy themselves with until they received the Ten Commandments. These laws included the law of the red cow [פרה אדמה] (Numbers ch. 19), which is called a decree because it is not understandable to human intelligence; and the laws of the Sabbath and civil law, which are called ordinances because they are logical (Rashi).
