Do we need a law or what to or for there to be no more abortion (murder) in the USA?

Can we please make a law outlawing abortion in the United States of America? Otherwise we are observing the Law of God which prohibits this form of murder without the law of the land being in agreement, should it be such.

Do I need to be President of the United States of America for this to occur?
