And it has been systematically sidestepped for years. Obama passed a lot of things that were exempt from that law.
This is the same President who spent 41 days trying to intimidate the former FBI Director's testimony before admitting to the American public that he doesn't possess White House tapes - the same FBI Director who was heading the investigation into Trump/Putin collusion!

Trump knew there were no tapes.
But he publicly warned Comey'd better hope there are no tapes, in order to make it appear that what ever Comey might leak of their conversation; said tapes would later prove lies.
Trump was merely attempting to cut off at the pass what his paronia in his knowing crime had him worried about.
But he knew there were no tapes.
Meaning that what he'd really been after had been faking to his fool supporters that he was telling the truth.
For he knew that because there were no tapes, all Comey would have to go on was Comey's own words of what really happened.
Which, of course, backfired on Trump.
For Comey then seized on the possibility that there might be tapes, and leaked what he leaked, knowing that if there were tapes, the investigation launched as a result of Comey's leaking together with his testimony, might eventually prove Trump did indeed attempt to intimidate Comey into dropping any investigation on Flynn.
Classic Trump Fiasco, blowing up in his face by his own hand...once more.
His entire business life has been one series after another of this exact kind of flim flam of his.
Trump, not Comey; is the one with some very real fears facing his future.

Trump tried to intimidate a witness by lying about what he knew he didn't have, and Comey called his bluff, so Trump's "tapes" tweet led to the special counsel investigation that will define his presidency.
Because Trump failed to intimidate Comey, everyone who didn't know it before knows now that there was no "there" there, and there never was - so watch North Korea, China, Russia, Iran and who knows who else - move their agendas forward without worrying too much about what Trump can do to stop them.
