People with really high reps give more rep. It gives 1% of my total rep power, for instance, I have 2,147,xxx rep power, so when I give a rep it gives 2,147 points to whoever I rep. Doser obviously has folks with high reps repping him. I give him a few reps everyday. He makes me laugh.
