It was always about his numbers, Jerry. He didn't want the coronavirus to make him look bad. He "liked the numbers where they are" so he didn't want the sick cruise ship passengers to disembark and have their numbers added to to the total. He didn't want to do more testing because the numbers would make us "look bad."

How is this not obvious? He knew it was serious but was hoping it could be kept under control. That's why he lied. He had no choice but to concede it wasn't when the numbers escalated to the point of it being a national emergency. Too late.
