Clearly, this is a rhetorical question. James believes that they cannot be saved without works.

Eph 2:8-9 (AKJV/PCE)​
(2:8) For by grace are ye saved through faith; and that not of yourselves: [it is] the gift of God: (2:9) Not of works, lest any man should boast.​

Paul says faith only saves.

The difference could not be more clear.
