Why did God reject sinners who refused to believe the truth so they could be saved?

God sends His word into all the world so that sinners can hear the gospel and be saved.

John 3:17
For God sent not his Son into the world to condemn the world; but that the world through him might be saved.

But God has condemned all those who hear and understand the gospel and reject the light given them by the Holy Spirit. Because they receive not the love of the truth God sends them strong delusions so they will believe a lie and be damned.

2 Thessalonians 2:9-11

King James Version

9 Even him, whose coming is after the working of Satan with all power and signs and lying wonders,10 And with all deceivableness of unrighteousness in them that perish; because they received not the love of the truth, that they might be saved.​

11 And for this cause God shall send them strong delusion, that they should believe a lie:
