Why should the government provide for the welfare of the majority? The government should provide equal justice for all. Equal justice is not possible in a deomocracy, due to its highly divisive nature: everyone will lobby, bribe, and threaten in order to achieve what benefits him the most.

Furthermore, elected officials are forced to curry favor of those who have the most money or influence [rather than pursuing justice] because they constantly need their help to be re-elected.

Rulers need to be removed from the hype of the moment. To accomplish this, they must rule for life (or at least a long time) to avoid the constant pressure to appease the voting masses. Only then are they free to focus on what is just.
