No, Paul told that to believers.

Not one scripture limits as you assert. Instead, Paul simply says that this was what he and the apostles preached. There is no suggestion that the wording, in particular his use of 'our', must or needed to be altered. Indeed, if he thought as you do then he would have spent ink making sure nobody inferred incorrectly. He didn't do that.

For there is one God and one mediator between God and mankind, the man Christ Jesus, who gave himself as a ransom for all people. This has now been witnessed to at the proper time.

If the captive wont acknowledge the ransom's payment then I'd say it's logical that they remain captive.

If the Gospel was actually preached, instead of cherry picked, then they would know their sins are not included in the word "OUR" if they remain unreconciled to God.

Jesus's analogy means nobody is excluded from the provision. Those who will not look/believe do not take up what was offered to them...and they die/suffer eternally.

I prefer to preach what Paul says to preach. Believe on the Lord Jesus Christ, and you shall be saved. Acts 16:31 That's what I tell unbelievers.

Paul says, "Blessed are THEY whose iniquities are forgiven..." That's why I tell unbelievers they should believe. I don't lie and tell them their sins are forgiven and they will be blessed whether they believe or not.

Romans 4:7 Saying, Blessed are they whose iniquities are forgiven, and whose sins are covered.​

I tell them, "All that believe" are forgiven of sins and justified...

Acts 13:37 But he, whom God raised again, saw no corruption. 38 Be it known unto you therefore, men and brethren, that through this man is preached unto you the forgiveness of sins: 39 And by him all that believe are justified from all things, from which ye could not be justified by the law of Moses.​

I tell them Jesus died so all could have access to God's Grace and forgiveness of sin. Romans 5:2

If YOU believe in the death, burial and resurrection of the LORD Jesus Christ, you, too will be justified and have your sins forgiven. You are without excuse, and quibbling about what is required to have your sins forgiven isn't getting you anywhere.

That ransom is a peace offering made on God's behalf by our Lord's death, if rejected and will not profit those who remain unreconciled. Those who reject that offering of peace will not receive forgiveness of sin. The word "our" and "you" and "us" actually means something. There is no peace if both parties don't agree.

Romans 5:10 For if, when we were enemies, we were reconciled to God by the death of his Son, much more, being reconciled, we shall be saved by his life.

2 Corinthians 5:18 And all things are of God, who hath reconciled us to himself by Jesus Christ, and hath given to us the ministry of reconciliation;

That he will have NO redemption or forgiveness of sin without faith in the blood.

Ephesians 1:7 In whom we have redemption through his blood, the forgiveness of sins, according to the riches of his grace;

Colossians 1:14 In whom we have redemption through his blood, even the forgiveness of sins:​

I won't offer the reprobate a chance to keep spitting on the blood of Christ. I'll not tell him that until and IF he ever humbles himself in the sight of the Lord.
