I still can't see why anyone should feel slighted. Again, it's baseball to an extent. You can't look at the percentages like a test grade. It's much more akin to a batting average.
Sod suggested something like that. But then you have multiple reports on a post and if an infraction follows what is that? Some sort of multiple assist? Feels iffy and given that different mods have different thresholds...could be complicated and iffy to read.
I think it's interesting that this concerns you and that you couch it in a term I don't believe I ever used.

Meh. If you look at 50+ posts per topic your numbers go up well into the 20s. But it's just a curiosity. I'm not suggesting we create a pecking order founded on it.
