There are no dead spirits because no spirits have been judged with regard to continued life. The fate of the disobedient spirits will be decided at the Last Day.

Yes, God, Jehovah, is the Father of all spirits. Not all of them remained as He had created them. For example, the angel who became Satan exercised his free will and decided to rebel against Jehovah.

You say "there are no dead spirits." There will be, at the end of Jesus' Thousand-Year Reign, when Satan and his cohorts are destroyed (which is what the symbolic Lake of Fire means).
