What is the Lord of the Lord? What are His precepts?

Interesting. It would seem that no one is walking nor feels the necessity to walk in the pursuit of knowing God or learn His ways. [cf John 7:3 KJV]

At the time of writing Ps 119, it is the Torah in both ethical and ceremonial and dietary forms. The last two especially had to do with the fertility cults around the area at the time of the Exodus and Conquest. Obviously as time went on, those cults changed or vanished and it was not applicable in the same way later. In the NT the law gets reduced to 'fulfilled in one word--love.' Which also includes most ethical statements but not ceremonial or dietary.
