Only problem is, as government deities they get to educate the people on just what "obedience" entails. Something many neglect to consider. While in western cultures scholasticism revolves around educating people to be half-way critical thinkers...in these psuedo-theocracies such virtues are weeded out right early on and what's left is directed towards their hatred of anything outside their very small clique. So the behaviors you see from their constituency is not a matter of dis-obedience, using their little gods as a justification, but is a matter of strict compliance with what they've been taught is the only moral reaction to percieved threats to the little gods world. Re-structuring nations after centuries of this kind of influence and education will be extremely difficult and amout to nothing more than policing the adults while re-educating their children...if that's even possible. Maybe some of the adults are not so recalcitrant as to be unregenerative but ascertaining which of them are should be approached scientifically/psychologically. Attempting to replace one sky daddy with another is not even close.
