A better solution than Trump's wall on the Mexican border

Arrange a meeting with the Chiefs of Police of the 6 Mexican states that border the USA: Baja California, Sonora, Chihuahua, Coahuila, Nuevo Leon, and Tamaulipas.

Give each Police Chief paperwork showing an account established in their names with $5 million dollars. Explain that for each person apprehended crossing the border from his region, we will deduct $10,000. Any money left at the end of the year is his to keep.

Leave the policing up to them, in their country, with their personnel.

I think you can do both. There is already hundreds of miles of "wall". The cost of completing it and enhancing it with electronics is far less than the cost we are currently incurring by having illegals drain our social net resources. If anything completing the wall is fiscally smart. Then they can do what you said to do too. Win win.
