    I think they only pay income tax federally if they work in the states.

    Last I heard, it was about 50/50.
    The 97% for statehood was from ballot cast earlier this year. Now the opinion polls may run differently, but those motivated enough to cast a ballot were 3% from perfect agreement on making the island our 51st state.

    Congress has the say, and they have no representation in Congress, except for a single non-voting observer. They can have a whole bunch of non-binding votes on the island, but only Congress can change their status.

    Totally agree on that point..
    Contrary to what many Americans seem to think, the document we now call "the Constitution" and the Declaration of Independence are not pretty much the same thing or "connected in spirit," or "two sides of the same coin." The two documents were written by two different groups of people at two different times to accomplish two totally different goals.
